The Transformation I.D. Master License (変身手帳マスターライセンス Henshin Techō Masutā Raisensu) is used by DekaMaster. It is virtually identical to the SP License aside from the solid black color.
- Change Mode (performing the transformation with the call of "Emergency, DekaMaster!)
- Phone Mode (Communication)
- Judgement Mode (to judge caught Alienizers and perform the verdict)
At the climax of the Legend War, the Master License's Change Mode was made redundant when DekaMaster sacrificed his powers with the rest of the first 34 Super Sentai to destroy the invasion force of the Space Empire Zangyack, even though the license itself was still functional and in use of Doggie Kruger. 
TV STORY-Ep. 5: Judgement Pirates Resurfacing a Ranger Key, the power of DekaMaster would be used by the Gokaigers to assume the form via the Gokai Change. Ultimately, the Gokaigers returned their borrowed powers to their rightful owners after overthrowing Zangyack.
