Toshiyuki Morikawa (森川 智之 Morikawa Toshiyuki) is a very well-known Japanese voice actor. It should be noted that he is best friends with Nobuyuki Hiyama.
In Super Sentai, he voices Wise God Torin/Kyoryu Silver in Zyuden Sentai Kyoryuger, as well as his evil counterpart, Mad Torin, in addition to later playing Torin as a human. He later reprised the role for the Japanese dub of Power Rangers Dino Force Brave.
As a voice actor, he is well known for his role as Takaya Aiba (Tekkaman Blade), Griffith (Berserk. 1997), Minato Namikaze (Naruto Shippuden), as well as dozens of other roles, such as Dante (Devil May Cry: The Animated Series and in Marvel VS Capcom 3), and the voice of Sephiroth starting from Advent Children.
