Top Hat is a Putty Patroller who works for the monster Pineoctopus as part of General Repulsa's Evil Space Aliens. He assisted in holding several people in Angel Grove hostage to weaken the city's defenses against Repulsa.
History[]
After Pineoctopus, in the guise of Pineapple the Clown, kidnapped the children of several key figures related to Emergen Tech's Project: Aegis Core, a rookie team of Rangers appeared to rescue them. Top Hat encountered the Rangers in a spinning hallway where he tried to use his torches to destroy the hostages. Whether or not he succeeded, he was destroyed by the Rangers.

- Torches: Top Hat wields two juggling torches that he can use to attack his enemies, or burn up people turned into cardboard by Pineoctopus.

Top Hat is identical to other standard Putties save for the addition of a neck ruffle, suspenders, a bowler hat, and a curly wig.
