Because Cam did not go to the Thunder Academy like Blake and Hunter did. He is considered seperate from the Wind Ninjas (Shane, Dustin, Tori) and the Thunder Ninjas (Blake and Hunter). In Hurricaneger, the source footage for Ninja Storm, there were 3 seperate ninja schools. My bad, I think he should have a headline that says "other" or something so there is not just a big space. So it can go, "Wind Rangers", "Thunder Rangers" and "other". Mighty Morphin'

I think that the note "This is the first series where all the Power Rangers actually had powers when unmorphed to use in everyday life" is inaccurate for 2 reasons. First, the rangers weren't supposed to use their powers in everyday life (although I remember Tori broke that rule so she wouldn't have to cancel plans with her friends) and second, the Power Rangers in Mighty Morphin' Power Rangers s3 received ninja powers from Ninjor.
