Rita Kaniska (リタ・カニスカ Rita Kanisuka) is the ruler of Gokkan who transforms into Papillon Ohger (パピヨンオージャー Papiyon Ōjā), the Violet Ranger of the King-Ohgers.
History
Rita is the Ruler and Chief Justice of Gokkan, where those who are accused of international crimes are judged and imprisoned, regardless of country or status. They were initially an aide to their predecessor, Karras Dehaan, for five years before ascending to the throne at age 10 when Karras faked her death during the Wrath of God incident. Before this, Karras embedded the Frozen Imprisonment technique in Rita's right eye, resulting in their heterochromatic eyes. Karras does explain the technique in detail to Rita, and after orders them to keep this technique a secret, also hoping that the day Rita has to use this technique will never come.
When Gira surfaced, Rita arrested him in Tofu with Kaguragi's help. There they researched Gira's true origins and found him innocent and Rcules corrupt. And when Jeramie surfaced into the world, they researched him as well as not appearing during the Wrath of God incident.
Rita then refereed the second Trial by Combat as Gira finally defeated his brother, becoming king of Shugodom.
Imprisonment
Rita was imprisoned for violating the Labor Standards Act. Unintelligible language and behavior, such as "I need Moffun" increased due to overwork. Rita served their sentence as mandatory rest.[16]
Personality
Rita speaks with Moffun
Rita is firm and ruthless, but also fair in their rules when judging defendants in the court of law. As such, they earned the nickname "The Walking Code." When they are in public and on duty, they present themselves as gender neutral, since whatever gender they choose to identify as does not affect their job.[Citation needed] However, despite their lawful nature, they are extremely introverted and shy, and talks to themselves using their plush doll named Moffun (もっふん) when in private and off-duty.
Rita screams.
A running gag with Rita is that they will unexpectedly scream when things do not go their way. Rita also has a major obsession with the fictional character "Moffun", going so far as to own various merchandise of the fictional character. This obsession can be used against them however, as Rita can be easily manipulated if a plush doll of Moffun is at stake or is pulled into the situation with Moffun as the deal breaker for them.

Powers
- King's Proof: Sealed within Rita's bracelet which bears the mark of the crest of Gokkan, Rita can create and control ice. It can be used to help counter the weakness of the power within Kaguragi's King's Proof.
- Frozen Imprisonment: Rita could encase themself and their target in ice for an indefinite amount of time or until the ice is broken by outside forces, effectively imprisoning the target.
- Blizzard Manifestation: Rita can conjure blizzards on a massive scale that freezes anything it comes into contact with, which can be used to put out fires.
Weaknesses
- Self-Inflicted Frostbite: If Rita uses their King's Proof's power without an effective way to counter the side-effects, the power will additionally backfire on them and inflict frostbite to their body. However, this weakness can be countered when the power is used alongside the power within Kaguragi's King's Proof.

- Energy Wings: By using the command Ryouga Issen (凌牙一閃 Ryōga Issen, lit. Flashing Fang), Papillon Ohger can summon God Papillon's wings for flight, and change their size for defensive or offensive attacks.
Attacks
- Ohger Finish (オージャフィニッシュ Ōja Finisshu): Papillon Ohger activates the violet switch on the OhgerCalibur two times, summoning a swarm of butterflies to blind the opponents. Papillon Ohger then slashes the opponents multiple times at great speed. When activating the violet switch three times, Papillon Ohger is surrounded by an ever larger butterfly swarm that strike the target at the ranger's wave of the OhgerCalibur. The target is then frozen in a block of ice before Papillon Ohger executes multiple violet energy slashes that destroy the ice.

Rita Kaniska is portrayed by Yuzuki Hirakawa (平川 結月 Hirakawa Yuzuki). As Papillon Ohger, their suit actor is Yuichi Hachisuka (蜂須賀 祐一 Hachisuka Yūichi). As Tombo Ohger, when body swapped, their suit actor is Hirotsugu Mori (森 博嗣 Mori Hirotsugu).

Etymology
- Rita's name is a combination the Japanese word for Blue Admiral butterfly (ルリタテハ Ruritateha), and its scientific name, Kaniska Canace.[17]

Papillon Ohger, the first Gender Neutral Hero
- Rita is the first Violet Ranger as a core member of the team and not as an Additional Ranger.
- Papillon Ohger is the only member of the King-Ohgers whose name is in French rather than Japanese.
- In pre-production stages, Rita was originally named Shijima Uragin (シジマ・ウラーギン Shijima Urāgin).[19]
- Rita has heterochromatic eyes. Their left iris is brown and the right one is turquoise. In episode 30, the reason behind their heterochromatic eyes is revealed as a medium for the Frozen imprisonment technique inherited from Karras Dehaan.
- Rita's gender was undecided during the initial planning and casting process. This allowed many people to audition without a specified gender. Director Kazuya Kamihoriuchi envisioned the character more clearly as the other Rangers would be like. During Yuzuki Hirakawa's audition, her voice became the defining factor that secured her the role. Her portrayal exuded dignity and regal presence solely through voice and demeanor, ultimately defining Rita's character.[20]
