Rammer is a goat-motif Phantom Beast Warrior who holds the Spirit of the Capricorn.
He and his partner Badrat were dispatched to shrink the people of the city to help gather more fear for Jarrod/Dai Shi. They ran afoul of the Rangers and managed to wear them down enough for them to shrink them. The Rangers were saved by Casey and Whiger after they defeated Camille. After a fight with the Rangers, Rammer and Badrat grew and fought the Megazords. Rammer was destroyed by the combined attacks of the Zords.
