Not much is revealed about Kubota's personal life, except that he boxed in his youth and is an accomplished trumpet player.  Early in his career, Kubota worked alongside another scientist named Dr. Samejima on various experiments for I.N.E.T.; most notably studies on possible connections between Earth and other dimensions and a means to control energy for human usage. Following his daughter's death in a failed experiment, Samejima became obsessed with the discovery of an alternate dimension called Neziregia.  And although Kubota tried to convince his friend and colleague to exercise caution, Samejima had been driven mad by his grief and in the end, vanished into Neziregia, taking with him a set of prototype power suits that he and Kubota had invented to allow humans to fight against extra-dimensional threats.  The inability to save his friend would haunt Kubota for years afterward and taught him the importance of teamwork and in believing in others, a lesson he continues to try and push upon the Megarangers. {{storylink|Ep. 8: Will We Lose!? Years later, Kubota had successfully designed a new set of power suits based on Samejima's original design and had marketed a video game based on them in order to locate and recruit potential candidates.  The first recruit was a high school slacker named Kenta Date, who Kubota recruited to be MegaRed.  During their first meeting, a surprise attack on his laboratory forced Kubota to give the other Digitizers to a visiting digital club from Kenta's high school before guiding them onboard the Mega Shuttle.  Once in space, Kubota docked at the Mega Ship in orbit above Earth where he revealed to his recruits that they had been chosen to be the Denji Sentai Megaranger who would protect Earth from the threat of the Neziregia invasion. {{storylink|Ep. 1: Don't Let Them! Moonbase]].
Although Kubota had recruited the first of his five in Kenta Date, a student who had become a professional at the Megaranger video game and thus the perfect candidate for the project, a surprise attack forced him to give Digitizers to him and four other students investigating I.N.E.T. during the first attack of the Nejireiga on Earth. When the original MegaSilver prototype was taken by I.N.E.T.'s "Space Mega Project" leader Yuusaku Hayakawa, a furious Kubota immediately confronted him for taking something that was never meant for combat and deactivated his Keitizer. However, when the other Megaranger were captured by Moray Nezire, Kubota was convinced by Yuusaku of the need for a sixth teammate and allowed him to continue helping the team though he still kept Yuusaku on a short lease, only letting him fight in the most dire of circumstances.{{storylink|Ep. 25: Just in Time! Kubota once was a scientist working alongside a Dr. Samejima on experiments regarding connections of Earth and other dimensions. The two worked on various projects associated with I.N.E.T., most notably a special "strengthening suit" to be used for research and combat. When Samejima discovered a strange "twisted dimension", he obsessively completed research to travel to their on his own. Kubota tried to assist in helping him go through with the research, but Samejima ignored his hand in friendship to complete it on his own. Ultimately, the device the mad doctor invented teleported him away from Earth and to the dimension of Nejireiga, where he would become Dr. Hinelar, assistant of Electro-King Javious I on his invasion of Earth. Samejima would take the developed suits with to Nejiregia, forcing Kubota to start over in their development. Through the incident, Kubota learned a valuable lesson about the importance of teamwork and not doing anything dangerous on your own, a lesson he continues to try and push upon the Megaranger.{{storylink|Ep. 8: Will We Lose!? Though the battle with Neziregia was supposed to be about defeating an extra-dimensional threat, the matter became more personal as Kubota realized that the leader of Neziregia's invasion Dr. Hinelar was actually his lost friend Samejima. When the traitor scientist uses the original Mega Suit prototypes for his own evil team, Kubota attempts to contact Samejima to try and reason with him. However seeing I.N.E.T. as the source of his now twisted philosophy, Hinelar decides to further use his abilities and teams to take apart everything Kubota was standing for, in particular the Megaranger. {{storylink|Ep. 38: Scary! After the loss of Samejima and the suits previously created alongside him, Kubota went in a different direction in the development of the Megaranger. Alongside I.N.E.T., he developed first a "prototype" suit of a silver color before developing five new suits based upon the silver one. Although the intention was for the five suits being the actual suit, the sixth silver prototype was eventually stolen and utilized by the young I.N.E.T. developer Yuusaku Hayakawa, who made his own adjustments to make the "MegaSilver" suit suitable for combat.

Although obsessed in research and making sure that the Nejireiga don't invade and conquer Earth, Kubota does have a connection with the five Moroboshi High teenagers who became his Megaranger and trusts them on the work needed to complete their mission. When another I.N.E.T. scientist tries to replace the Megaranger's control of Galaxy Mega with an automated program to fight the Nejire Beasts, Kubota tried to vouch for the Megaranger's combat skills and unpredictability, but was ignored until the latest Nejire Beast proved too much for the simulation program, thus following alongside the scientist's own words in letting the kids handle the mech.{{storylink|Ep. 5: Decide!
