Plot

One week after the "Incident", much of Angel Grove is in ruins and its people are in camps while they rebuild. Chief Colton is trying to keep order when "Samaritan Relief" (secretly part of the agency Apex) shows up to help.

Meanwhile, the Power Rangers are fighting off the remaining Putties which are energized by what is left of Goldar's power. The Red Ranger struggles with leading the team while they adjust to their new abilities. During a skirmish, they manage to save a family in a car.

Afterward, two orphaned twins, Jacob and Aubrey, are hiding out when they are overtaken by a Putty, which merges with Jacob and drives them to seek revenge.

The next day, Jacob attacks the Rangers while Aubrey retrieves another Putty, which also merges with her.

As the two form a giant monster with their new Putty powers, the Rangers seek to stop them and form the Megazord. They defeat the monster before it can destroy the refugee camp, and the Rangers seek out the twins. Billy comes up with a plan to freeze them by nullifying the putty power, which they execute. The Director of Apex then takes them into custody.

Later, the Rangers are called upon to seek out a Putty infestation. However, it is a trap set by the Director. The Rangers and the agency come to a truce, with the Director promising to keep an eye on them.
