Philips is the Collins family butler and works at the Collins' mansion.

History

He's always ready to give Wes helpful advice. He formed a close relationship to Wes, the son of Mr. Collins. Philips also is the Collins' chauffeur and drove Mr. Collins and Wes to various places in the limo. Wes confided to Philips that he had always wanted to follow in his father's footsteps. Philips replied that Wes wanted to make his own footsteps. Philips told Wes he would find the way if he follow his heart. He and Mr. Collins also helped civilians to safety during "The End of Time" and it's implied that he figured out Wes was the Red Ranger.
