The Noto Council (能登協議会 Noto Kyōgi-kai) are a pair of mysterious figures overseeing the Ideon home world who also give orders to the Noto Trio and later the Noto Inspectors and are the overarching antagonists in Avataro Sentai Donbrothers.
History[]
They are the highest authority the Noto are known to have in the series. First shown granting Don Murasame's wish to leave the Noto realm and mature on his own, The Council later holds a funeral for Sonoi's death, they invite Taro Momoi to attend the event by slipping a virtual letter into the latter's sandwich. When Taro agrees to attend and shows up, they send a clone of Sonoi's fighting form to battle him. Once the clone has successfully stolen Don Momotaro's power, they use it to bring Sonoi back to life, more powerful than before.
Seeing that the Noto trio are neglecting their duties to fraternize with humans (particularly the Donbrothers), the Council send Inspector Sonoshi, and eventually Sonoroku and Sonogo to dispose of them and the heroes. When the Inspectors themselves have failed too many times, they order the Executioners Sonoya and Sonona to dispatch them all.
It is not known what has happened to them after Sonoya and Sonona's defeat.
Personality[]
From what little has been shown, the Noto Council does not appear to be proactive in their roles as rulers, preferring to let their subordinates act on their behalf. They apparently have zero tolerance for either constant failure or insubordination, since either of those can be punishable by death.
They are also shown to be quite cunning, taking advantage of Sonoi's own funeral to potentially rob Taro of his power and revive the general. Were it not for Don Murasame, the power loss might as well be permanent.
Despite their tendency to punish incompetence, the Council do reward their subordinates if they get the job done. This is exemplified when they let Don Murasame go free and act on his own accords after the latter has brought home the corpse of Sonoi, as per their orders. They even agree to eat Taro's sandwich without reservation when he asks them to, since their invitation letter have ruined his meal earlier.

The red council member is voiced by Nobuo Tobita (飛田 展男 Tobita Nobuo), a recurring Super Sentai voice actor known for voicing Brajira of the Messiah in Tensou Sentai Goseiger and suit acted by Yasuhiko Imai (今井 靖彦 Imai Yasuhiko) while the blue council member is voiced by Shinpachi Tsuji (辻 親八 Tsuji Shinpachi), who previously voiced Jumotsu in Uchu Sentai Kyuranger and suit acted by Shinsuke Kusano (草野 伸介 Kusano Shinsuke).[1]
