Kenji Sayama (狭山 健児 Sayama Kenji) was a detective who turns into a bulldog/police officer-themed Hitotsuki called Keisatsuki (警察鬼 lit. Police Demon), possessing a Patranger Sentai Gear, out of his desire to give him credit and receive the Police Chief Award. He later evolves into Keisatsuking (警察鬼ング Keisatsukingu). After being a Hitotsuki, he was then impersonated by a Cat Juto.
History
Early Appearance
In his early appearance, Kenji Sayama is in pursuit of arresting Tsubasa Inuzuka, who had earlier attempted to retrieve a package delivered to him by Taro Momoi, though quickly threw the package at Sayama to slow his pursuer and was later able to escape him by using his Sunglasses to hide inside a digital door.

Keisatsuki's Incident
As a purse snatcher steals from a woman and attempts to flee, Keisatsuki tackled and viciously attacked him. Shinichi witnesses this, annoyed his afternoon walk is being interrupted but takes action and transforms into Saru Brother. He shoots Keisatsuki, who tries to run away and Shinichi pursues him.
Kenji Sayama, now back in his original form, would be later alerted by two cops, who had seen Tsubasa Inuzuka being dragged back into Shirokuma Express by Taro Momoi, giving chase and blockading the currently closed building, with 3 other officers. Eventually, he broke into Shirokuma Express and changed back into Keisatsuki. Sayama hopes to get a commendation for his efforts as he attacks Tsuyoshi and knocks him out. Not wanting his new friends to get hurt, Tsubasa shields them and begs them to run away, diverting Keisatsuki away from them by charging at him and throwing things at him to rile him up.
Tsubasa runs from Keisatsuki and a group of Anoni but finds himself cornered and Keisatsuki intends to murder Tsubasa with his gun. He fires but Tsubasa’s sunglasses return to him just in the nick of time to escape down a door nearby, evading the shots. Tsubasa then changes into Inu Brother and fights the Anoni and Keisatsuki. Oni Sister and Saru Brother arrive to help and Shinichi at first thinks about reciting a haiku but changes his mind given how intense the battle is at the moment. Kiji Brother dives down and nearly gets knocked out again. The boys Avatar Change into Ryusoul Blue, Black and Pink, but Haruka feels left out as that team has no Yellow Ranger to change into. Don Momotaro makes his entrance at last and challenges Keisatsuki, but stops for a second as he finds Tsubasa’s Ryusoulger power interesting. Don Momotaro grabs Tsubasa’s arm to scan the Zanglassword with Tsubasa’s Donblaster, this channels the power of Ryusoul Red into the Zanglassword for a Ryusoul Slash. This destroys the Anoni and defeats Keisatsuki, who immediately becomes Keisatsuking.
Don Momotaro uses a new Avataro Gear to summon his Mecha and become Don ZenkaiOh. Keisatsuking proves tough to fight as his head mounted gun keeps Don ZenkaiOh from getting in close to attack with its sword, having to dodge and block with the shield. Don Momotaro tries the Don Leg Buster but seemingly missed his target, he did hit a virtual building enough that stomping on the ground causes it to topple on Keisatsuking’s head dazing him and burying him in pixel blocks. Don Momotaro then quickly uses the Don Zenkai Crash to end the battle, with the Patranger Sentai Gear ejecting from Keisatsuking’s body upon exploding.
At Café Donbura, Kaito gives some black coffee to Haruka to serve to Detective Sayama. He pulls the Patranger Sentai Gear out of his apron and it reacts, changing into the Patranger Avataro Gear. Sayama loves his coffee after tasting it. TV STORY-Don 5: Holed Up Dog
Post Hitotsuki
After his retirement, he was having a trip on a bus, but every human in the bus disappeared after the bus entered a tunnel. Sonoi said this was done by Juto. TV STORY-Don 9: Worn Out Taro and Robotaro He was then captured and impersonated by a Cat Juto. TV STORY-Don 10: The Rainbow The Oni Saw TV STORY-Don 30: Juto Hunter His unconscious and restrained body was later found by Tsubasa in a strange forest dimension, along with the other victims kidnapped by the Juto. TV STORY-Don 35: Origami Song Eventually, as a result of his imposter's death in the hands of Tsubasa who was using the Ninjarksword while he was fighting against him, at the time, he had also died as well albeit his simultaneous death had taken place offscreen. Portrayal
Kenji Sayama is portrayed by Ryoji Sugimoto (杉本 凌士 Sugimoto Ryōji), who also voiced his Hitotsuki and Hitotsuking forms. As Keisatsuki and Keisatsuking, his suit actor is Kenya Saitou (齊藤 謙也 Saitō Kenya).
