Kelly Halloway is the owner of "Storm Chargers", the store in Blue Bay Harbor where the Rangers hang out and work while not on duty. Kelly is a good friend with all the Ninja Storm Rangers.
An alternate dimension version of Kelly still works at Storm Chargers, but has a goth appearance. Her employers include Zurgane, Choobo, and Mad Magnet.
