Justin Stewart is the Blue Turbo Ranger of the Turbo Rangers.

"Guys! I'm the new Blue Ranger!"

Justin is the youngest human Power Ranger yet (not counting Rangers who for a time weren't human, such as Mack Hartford and Steel). Justin is a child prodigy with an intellect far past his peers. This gift has led to Justin being skipped ahead to 9th grade at Angel Grove High School, where coincidentally, his fellow Ranger Kat was teaching the incoming Freshmen. Justin's mother passed away several years ago, leaving Justin alone with his father Doug, who was a businessman and was always on business trips and ran a martial arts school, but later closed it down, making Justin the first Power Ranger to have lost one of their parents, followed by Dana & Ryan Mitchell, Cam Watanabe, Emma Goodall, Preston Tien, Brody Romero & Levi Weston (their mothers), Sky Tate, and Lauren & Jayden Shiba (their fathers).

Justin discovered the identities of the Power Rangers by accident when he was visiting Rocky in the hospital when Rocky was recovering from a back injury, during a fighting practice and hid under Rocky's hospital bed when he heard the other Rangers come into the room, and saw them answer a call from Zordon on their communicators, and then saw them teleport back to the Power Chamber. With Rocky in the hospital, the Power Rangers were short a member when they needed to be at full strength in order to fight Divatox. Rocky chose Justin to be his replacement during the crisis and to become the Blue Turbo Ranger. The others were at first baffled that a pre-teen was on their team, but they got used to him. After Rocky recovered, he left the powers with Justin and chose to retire from a life as a Power Ranger after declaring that his powers are now in good hands since he had a lot of stuff to do in his new karate school. Tvicon TV STORY-Shift Into Turbo When being bullied by two punks, Justin was anxious to use his Ranger strength against them but chose not to, as the Ranger code states that he cannot use his powers for personal gain. As Tommy, Kat, Adam, and Tanya had decided to retire from their Ranger duties, they chose four new replacements (T.J. Johnson, Cassie Chan, Carlos Vallerte and Ashley Hammond). But, Justin still retained his powers. Tvicon TV STORY-Passing the Torch

Justin received super strength from an ant bite (when it was exposed to mutagenic chemicals), however, it did not allow Justin to access his Ranger powers. Although he liked the respect from others he gained from the strength, he gave it up to continue being a Ranger. Tvicon TV STORY-Little Strong Man

Justin's father returned to Angel Grove and started living with his son. The two were happy to be together again, however, Doug was offered a great new job that would mean he and Justin would have to move away. Doug however was not willing to move away if Justin wanted to stay in Angel Grove. Justin, knowing how much his dad wanted the job, told him not to make the decision right away. Shortly afterward, the Power Chamber was destroyed by Divatox's forces and Justin lost his powers along with the other Rangers. Desperate to pursue Divatox into space, Justin snuck into NASADA and told General Norquist that the Power Rangers needed the space shuttle. As the Rangers prepared to leave, Justin made the decision to stay behind with his dad. The other Rangers understood and they bid each other a brief but heartfelt goodbye. Although Justin had returned to a normal life, his father was very busy with work and frequently had to leave Justin alone.

One year later after Divatox's victory and the destruction of the Power Chamber in the night, Justin looks up in the night sky in his new home, wishing that his friends and former Rangers are doing well in space as he misses them. After remembering the good times he had with them, Justin heads off for bed, only for his dad to tell him that he’ll have to cancel their Saturday plans due to work. Justin is disheartened by the news, but not long after, he sees Storm Blaster outside his house. Justin races outside to reunite with his old friend, only for the vehicle to open his door and asks him to come with him. Justin agrees, and the two race off to help the Rangers.

Justin and Storm Blaster arrive back at the warehouse, with the former seeing his friends captured. However, a squad of Quantrons attack Justin from behind, but the young former Ranger manages to hold his own against them before running back to Storm Blaster.

Then, Storm Blaster races off into the warehouse, opening its glove compartment, Storm Blaster revealed he still had a spare of Justin's old Morpher, and he somehow had access to his Blue Turbo Ranger powers once more. Justin quickly uses it. As Storm Blaster crashes into the building, a newly re-morphed Justin makes his presence known, taking on the Quantrons better than before. Then, Justin frees the Rangers with his Auto Blaster.

During the fight, T.J. reveals to Justin that he is now the Blue Space Ranger, and the two Blue Rangers take on Lionizer. With support from Storm Blaster, T.J. and Justin combine their blasts to knock Lionizer down. Afterwards, the Space Rangers take down Lionizer for good with the Spiral Saber Booster Mode and Quadroblaster combo.

With Lionizer destroyed, Justin reunited with the Space Rangers, but T.J. notices that Lightning Cruiser is not around. Realizing that they need to save their friend, the Rangers have Storm Blaster lead them to the planet where Lightning Cruiser is being kept. Arriving back to the planet, the Rangers and Storm Blaster fight against the Piranhatrons while T.J. frees Lightning Cruiser.

Once everything is clear, Justin happily talks with his former teammates as they introduce them to Andros. Then, Justin realizes that he needs to go back home, but before leaving, he tells them to contact him if they need him again.

The next day, he got back in time just before his father returned that morning, and although he had a mountain of work - upon seeing a neighbor father spend time with his son - Justin's father decided to take him fishing instead and presumably decided to cut back on his work to spend more time with his son. It is possible that due to his connection with Storm Blaster, Justin still has access to the Turbo Powers and that due to T.J.'s connection to Lightning Cruiser may have given T.J. a spare Turbo Morpher (which T.J. would later use in "Forever Red").

Sixteen years since the fall of the United Alliance of Evil, Emperor Mavro was defeated, but the remaining thousands of X Borgs still stand. Tommy gathered all the existing Power Rangers, a now 29 year old Justin returned along with four of the Robot Turbo Rangers now his fellow Turbo Rangers to fight with every Power Ranger team in existence called the Legendary Rangers led by Tommy, the Green Ranger that helped the Mega Rangers defeat the Armada once and for all, fighting in a huge battle against hundreds of X Borgs and dozens of Bruisers. Zayto activates the Legendary Ranger Database, showing Master Blue that Master Green came to them after the Dinohenge statues were destroyed and restored them to normal. Also, Zayto says that he found Ranger teams who were saved in their darkest moments through unexplained reasons and shows them three specific moments. Including the Legendary Battle where all the Legendary Rangers including Justin and the other Turbo Rangers coming to the aid of the Megaforce Rangers in the Legendary Battle and helping them defeat an entire army of the Armada's X Borgs. As the Blue Turbo Ranger, Justin controlled the Mountain Blaster Turbo Zord as well as the Siren Blaster Rescue Zord. Justin also piloted the Storm Blaster. Morphing into his Turbo Ranger form, he would also be physically enhanced to have a teenage-like body (this is due to the fact that his Super Sentai equivalent was a teenager).

  • Superhuman Strength: In "Little Strong Man", Justin gets super strength after being bitten by a mutant ant, which allowed him to launch heavy objects and Piranhatrons at far distances and to make superhuman jumps. However, his super strength wasn't compatible with his Ranger powers, forcing him to take an antidote which made him lose his super strength.

Portrayal

  • Blake Foster did not audition for the movie, he was just selected while filming another movie.
  • As the Blue Turbo Ranger, his suit actors were Takaharu Miyazaki (宮崎高春 Miyazaki Takaharu) and Takahiro Honma (本間 崇寛 Honma Takahiro). (And Yasuhiro Takeuchi (竹内 康博, Takeuchi Yasuhiro) in Super Sentai footage from Carranger).
  • For Justin's helmetless scenes, Toei made a kid-sized replica of the Blue Racer suit to fit Blake Foster.

The Blue Turbo Ranger Key.

The Blue Turbo Ranger Key is Justin's personal Ranger Key. This key along with the majority of the Core Ranger Keys are seen lining the Command Center's interior walls. This key is mainly used by Noah Carver (Super Megaforce Blue) who uses it to fight as the Blue Turbo Ranger.


Notes

  • Justin is the only pre-teen Ranger. All other Rangers to date are shown to be in their late teens or young adults.
  • Whenever Justin morphs, his body expands to that of an adult's physique, though his voice is left unaltered. In any scenes that involve Justin being helmetless, he appears at his normal age. Opposite, he never appears wearing a helmet when sized as a pre-teen.
  • Justin is also the only Ranger to start and end his duties as a Turbo Ranger. Former Zeo Rangers Tommy, Adam, Tanya, and Kat left and were replaced by T.J., Carlos, Ashley, and Cassie.
  • His actor holds the Power Rangers record for most retakes for their first line. Ironically, Blake's nickname is "One-Take Blake".
  • As the Blue Turbo Ranger, Justin is the last of Zordon's chosen Rangers.
  • Justin is the only Ranger of the Zordon Era to not appear in the 2016 comics.
  • At 12 years old, Justin is the youngest human Ranger.
  • Pre-production material for Power Rangers in Space listed Justin as the Blue Space Ranger.[1]
