Jim Carter (ジム・カーター Jimu Kātā) is the robotic assistant of Commander Hilltop and accountant of the Global Special Police Organization Japan Branch.
History[]
Jim Carter informed the Tactical Unit trio of the Lupinrangers' objective to acquire the Lupin Collection. He alerted them to a Gangler incursion at the Kurehama Pier, at which point Commander Hilltop gave the officers their VS Changers to transform into Patrangers. TV STORY-Number 1: The Trouble Making Phantom Thief
When Garatt Nargo returned, Jim alerted the Patrangers, who promptly rushed to intercept him. TV STORY-Number 2: International Police, Chase After Them
Jim received an eyewitness report from a 70 year old male who alerted the police to a monster appearing at the Studio Bacho in Komin. TV STORY-Number 3: Take Them Back No Matter What
Jim participated in analysis of the Shark Planet plushies, which were connected to the locked rook kidnappings of 15 civilians, by Rabroom Jaws. As Jim grew frustrated, the Commander suggested a break, during which Tsukasa disappeared after making contact with a plush shark. Realizing that the object was the key to the Gangler, Keiichiro and Sakuya used it to follow her. Having recorded their transportation, Jim revealed it to Tsukasa, whom was revealed to have a fondness for stuffed animals, after she was rescued. TV STORY-Number 4: Unacceptable Relationship
After the Commander was robbed of a case containing Lupin Collection pieces Cyclone Dial Fighter and Trigger Machine Biker by Bundorute Peggy, Jim explained to the Patrangers that GSPO had been investigating the Collection and chose to bestow the pieces they had acquired upon the Tactical Unit following the emergence of the Ganglers and Lupinrangers. This time, Jim Carter's services were not needed to find Peggy, as a tracker had already been planted in the GSPO case. TV STORY-Number 5: Targeted, the International Police

Portrayal[]
- Jim Carter is voiced by Rie Kugimiya (釘宮理恵 Kugimiya Rie), who previously voiced as Lilian in Doubutsu Sentai Zyuohger Returns: Life Received! The Earth's Monarchs' Decisive Battle! and Aguri Madoka/Natalie (Cure Ace/Glitter Ace) in Doki Doki! Pretty Cure (Glitter Force: Doki Doki). His suit actor is Mizuho Nogawa (野川瑞穂 Nogawa Mizuho).[1]
Behind the Scenes[]
- Jim Carter is named after the British actor of the same name, who played Detective Victor Getz in the 2006 film adaptation of the children's book The Thief Lord, and Cogman in Transformers: The Last Knight, who is also a robot. The former is likely also an allusion to the fact that the story has a plot about Getz chasing after a group of thieves.
