General Havoc was the brother of the space pirate Divatox, and showed up with his Space Base to deliver a Metallosaurus Zord that he had been constructing for her. Havoc proved far more competent in his battles with the Turbo Rangers than Divatox, not only by defeating the Rangers with his Metallosaurus, but also by stealing the Turbo Megazord and abducting the Phantom Ranger.
After his Metallosaurus was destroyed for the second time, he departed to build a new one. He appeared later in Power Rangers: In Space when the United Alliance of Evil launched a galactic scale attack. During Countdown to Destruction, he was seen conquering with King Mondo's forces, before being turned to sand by Zordon's Energy Wave.

Notes
- Although General Havoc is derived from Carranger's Instructor Ritchihiker, only footage of his RitchiRitchhiker form was used. In Carranger, he also had a blue headed form where he was just called Ritchihiker. The reason that the first form was unused was because most of the footage of his original form involved unadapted monsters (DD Donmo and HH Wasshoishoi.
- Although he did appear alongside ZZ Zeri (who became Delisha Ennivel in Turbo), they couldn't use the footage since Delisha appeared in "Stitch Witchery" (episode 20) whereas Havoc first appeared in "The Darkest Day" which was episode twenty six.
- It must be noted that Ritchihiker first appeared in episode 16 of Carranger alongside the unadapted JJ Jetton whilst ZZ Zeri appeared in the following episode.
- Although General Havoc’s first form went unused, it was seen in the Power Rangers Monopoly game.
