Plot[]
Karen surprises her friend Natsuko Kano in an impromptu karate match, with Natsuko besting her. Karen marvels at her skills, and Natsuko informs that she has quit practicing martial arts, which surprises Karen. They go to the dojo, where they further discuss matters. Natsuko informs, that her brother Hayato was the reason behind her quitting, as he was unable to get stronger due to her presence. Natsuko is proud of Hayato's progress since her departure.
Meanwhile, CRIME attacks an armored truck, killing the officers and making off with boxes of cash. Devil Mite was also there, clutching a mysterious remote. Goro and Karen confronts Natsuko with images from the incident, which shows Hayato being one of the perpetrators. Natsuko finds it hard to believe, claiming he has been a good boy. Goro theorizes he could've been used by CRIME, and Natsuko exclaims she will get her brother back.
At CRIME Fortress Island, a Crime Boss announces the Commando operation a success. Innocent people have been turned into brainwashed soldiers for the group via a signal emitted from a controller. Devil Mite questions the success of the operation, as the soldiers have yet to be made to fight. Thus, Devil Mite and a group of brainwashed commandos attack an ISSIS base, with Devil Mite ordering them to kill everyone. The entire building was obliterated, as well all the soldiers dead. Once JAKQ has arrived at the scene, it was far too late, as CRIME has escaped. It was then they find Hayato, bleeding from his head and barely conscious, but alive.
Hayato was brought to a hospital, where he's questioned by his sister. Hayato begins his story. It was the day of the karate championship, where he was confronted by the Yokohama Crime Boss. The Crime Boss offers him a pill that will ensure his victory, in exchange he'll do whatever he asks. Hayato proceeds to win, and ended up becoming a member of CRIME. It was then they hear a ticking coming from his body, where Hayato says they had put a device within him and is about to explode. He jumps out the window and onto the field beyond, where he keels over and explodes, with his sister, Goro and Karen watching in horror. Karen detects a CRIME monster is nearby, but they are unable to find it.
Commander Daisuke orders the team to find the training camp. They analyze samples of the soil that was on Hayato's shoes, and found a match at Usagijima. They all head to the island with the Sky Ace. As they approach the island, they were fired upon by CRIME, but they managed to destroy the cannon. Devil Mite threatens to execute the recruit if they land, forcing them to retreat.
Karen updates Natsuko on the situation, and she proclaims she will go to the island herself. Karen tries to dissuade her, but she was adamant. Thus Natsuko travels to the island alone on speedboat. She arrives on the island, and just as she was about to be gunned down, Karen appears and catches the bullets. Natsuko and Karen proceeds to defeat the Crimers. The rest of JAKQ arrives in the Sky Ace, shooting down reinforcements from the sky. Devil Mite sends in the commandos, and Karen realizes they're being controlled. Natsuko manages to wrestle the controls from Devil Mite and have Karen destroy it, freeing the commandos. They all escape into a cave, only for it to turn out to be a trap. The chamber slowly fills up with gas, with Devil Mite intending to explode it with them inside. Karen radios out to the team, and they manage to free them from gas chamber with the Sky Drill and launches the Sky Container bunker to shield them from the blast.
Karen changes into Heart Queen, and they battle Devil Mite and the Crimers. They defeat Devil Mite with the JAKQ Covack. Meanwhile, the Crime Boss successfully escapes and orders the island to be blown up. JAKQ retrieves the Sky Container, and escape in the Sky Ace.
