Synopsis[]

Signalman's by-the-book rules obsessions ends up getting him in trouble with Kyosuke after Ichitarou gets abducted from summer school for a plot to create new Bowzock members.

Plot[]

At Pegasus Garage, Minoru returns and asks where Natsumi and Yoko are; Naoki stating they're taking care of Dappu; Minoru asks and Kyosuke explains he saw his first watermelon and tried to eat it, devouring the entire fruit including the seeds and rind until his stomach and head hurts, making him scared of watermelons and forcing the females to watch over him for his stupidity.

On the Baribarian, Zelmoda complains of the heat and yells at Goki-chan for wasting the electricity of the freezer to cool off. The general discovers that the roach isn't that good with heat due to how weak he is, leading to Zelmoda to complain there's no such thing as a "weak cockroach!" Goki-chan reveals he was "cultivated", making the general get an idea. In the BB Saloon, Zonnette complains of the heat as Gynamo forces the others to fan her down. Ritchihiker offers to give him a cheap air conditioner, which he declines due to how expensive they are to run! Zelmoda arrives telling the leader about how he was complaining about how members were quitting the Bowzock, the president stating they had no backbones as they show images of various members breaking limbs, taking care of family and quitting due to age. Zelmoda states he figured out a way to get new members, revealing it as by "cultivation"; Gynamo laughs stating they should cultivate smart ones to be part of their gang, imaging his partner planting kids in the ground and watering them in a greenhouse as they turn into monsters by mass production! Ritchihiker states they should be focusing on Japanese kids due to them going to cram school even over summer break; Zelmoda silences the instructor due to this being his idea but Zonnette suggests that the best way to cultivate is with Bowzock's best bug collector: CC Chakko! Gynamo summons the Gorotsuki as he barges in with his net and bug collection in hand as Gynamo tells him to collect kids in Japan for their plot.

Elsewhere, Ichitaro rushes off as his father, Mr. Tenma, yells at him from avoiding his cram schooling and chasing after him. In a park, Signalman states no one is around on his patrol as he hears an insect approaching, he squashes it but is bit prior leading to him itching from the pain! Ichitaro runs by stating he's trying to escape a bad dad who is forcing him to go to cram school, Signalman confirms if it was cram school before stating he had to as well during his summer breaks, learning traffic rules and studying, telling Ichitaro if he doesn't study hard, he'll be like the Bowzock! Mr. Tenma rushes by as he thanks Signalman for finding his son, which the officer states he'll make him go to cram school, shocking the father as the duo see Ichitaro off. Mr. Tenma thanks Signalman as the officer states kids should be studying during the summer which the father states they should and offers to take him for a beer, taking him to a bar with edamame during duty.

At the cram school, Ichitaro is forced to continue his lessons as CC Chakko barges in to find kids to take. At the same moment, Kyosuke is passing by as he sees Ichitaro and the kids rushing out of the school as kids are caught in nets by the Gorotsuki, Ichitaro being his third. Kyosuke chases him as he hits a curb with a red light as Signalman passes by, stating he was worried he'd be drinking beer on duty! Signalman sees Kyosuke as he prepares to jaywalk in pursuit of CC Chakko, forcing him to arrest him for running a red light even as the Gorotsuki runs away with the boy! Signalman soon sees Ichitaro as CC Chakko's target and explains the cram school connection; Kyosuke says it's none of his business what Ichitaro does but Signalman states it is since he believes kids must study during summer break! Ichitaro is pulled away by CC Chakko but Kyosuke continues to be stopped by Signalman from running the red light; the human asks about Ichitaro's safety; Signalman states he's worried too but knows about his cram school learning and refuses to let it go to waste on Kyosuke, forcing him into a dilemma! As the light turns green, Kyosuke charges across the street with Signalman also in pursuit.

Kyosuke and Signalman continue to chase CC Chakko as Zelmoda and the Wumpers pass by firing blasts holding the heroes off as they ride away. Signalman notices their departure as Kyosuke confronts him stating this is his fault. Signalman blames himself stating that his past experiences in cram school and traffic safety made him so thickheaded that he couldn't save Ichitaro! Kyosuke states summer for kids is about time off and playing and Signalman became such a problem since he spent too much time in cram school, making him state that he's useless. Signalman beats himself up bashing himself in the head even as Kyosuke tries to stop him as he runs off stating he was an idiot and bashes his head into a tree over and over making it start cracking and fall on top of him! Signalman then starts bashing his head onto a bell, Kyosuke trying to stop him until he just starts ringing the bell to echo it into him. Signalman soon starts breaking walls down with his head as Kyosuke tells him to stop until they discover Zelmoda's car, making the duo realize they found where Ichitaro is being held! Signalman states it's too dangerous for a normal citizen and tells Kyosuke to leave this to him and that he'll save Ichitaro no matter what as he sneaks inside. Kyosuke warns the other Carranger of the Bowzock plot.

In the warehouse headquarters, CC Chakko and Zelmoda place the three captured kids into flower pots for their "cultivation", pouring water with special fertilizer to start changing them into Bowzock-like beings. Signalman rushes in as Zelmoda states they know his weakness now and leaves it to CC Chakko, who throws his net creating a "don't proceed straight" sign, forcing Signalman to swerve away. He soon sees a "one way" sign that he follows, then a height limit as forcing him to duck and a "no U-turn" forcing him to crash through boxes. He comes across a crosswalk as a White Wumper staggers by but Signalman states he has to get back to Ichitaro; the Wumper throws dynamite towards Signalman blasting him off his bike, making him lament he has to follow traffic rules to a fault that it prevents him from fighting the Bowzock! He bashes his head as he laments he should have played more during summer break as Zelmoda states they fell into their trap as he reawakens bound to a poll and prepared by CC Chakko to be made into a "specimen for his collection!" However, the Gorotsuki is shot by the Carranger as the five arrive and fight off the Wumpers. Natsumi and Yoko save Signalman as he joins in the battle as the six fight against them; CC Chakko fires eye beams at them forcing the team to use a combo beam attack. At Zelmoda's order, CC Chakko eats Imocho imo youkan to grow giant and fire more eye beams towards them forcing them to summon the Ranger Vehicles (even with Dappu sick) and form RV Robo. CC Chakko fires a mouth breath and a net to electrocute the Carranger until he's shot by Sirender's laser before it enters battle mode and frees RV Robo. Sirender blocks the laser eyes with the Siren Shield before unleashing the Raging Siren Vulcan destroying the Gorotsuki and forcing Zelmoda to retreat.

Later, the Carranger discover Ichitaro and the other mutating children as Signalman tells them to leave it to him as he enters Signaizer to Gun Mode, shocking the team on what he must do! Yoko asks if he has to ask about the safety of the circumstance first but he states they don't need a rule, just courage and decision as he shoots the pots, destroying them and freeing the children! Signalman and Ichitaro hug as the officer tells him to have as much fun as he can over summer break!

The Carranger, Signalman and Ichitaro spend the night eating shaved ice and playing with sparklers as Dappu laments he wants to join in too; while the humans tell Signalman they need to enjoy themselves with summer, Signalman adding only doing so after summer homework first.
