Differences

Umibozu Hydro Hog
Umibozu was only seen in episode 23 and 53. Hydro Hog was in the last three episodes of Mighty Morphin Alien Rangers.
Umibozu was just a monster of the week. Hydro Hog was portrayed as the arch-enemy to the Aquatian Rangers, akin to how Lord Zedd is the arch enemy to the Mighty Morphin Power Rangers.
Worked for Junior. Worked for himself and allied with Rita and Zedd. Had no association or even met Rito.
Umibozu was based on an eponymous sea spirit of Japanese mythology. Hydro Hog was not stated to be based on anything, although he sometimes grunts like a pig.
Umibozu helped Gashadokuro in setting up the ceremony for releasing his father, Daimaou. Hydro Hog has no connections to Rito Revolto.
Umibozu had the power to turn people into stone pillars for Daimaou's resurrection ceremony. Hydro Hog had the ability to evaporate all the water on earth, rendering the Aquatian Rangers powerless.
The Holy Stealth Beast Tsubasamaru appeared by itself to defeat him as it is sentient. The Falconzord was summoned by remote to destroy the Hydro Hog.
Umibozu was the first to be destroyed by the Super Muteki Shogun. Hydro Hog was the last (and only) monster/villain to be destroyed by the Shogun MegaFalconzord.
Final words were him exclaiming shock at his destruction. Final words were him questioning whether the Shogun MegaFalconzord should impress him.
Actions led to the resurrection of Daimaou in spite of his demise. Actions had no long lasting impact on the season (except maybe giving time for Rito and Goldar to plant thier bombs). Did not bring Master Vile back to life (as he was still alive when the Hog was destroyed).
