Umibozu was only seen in episode 23 and 53. Hydro Hog was in the last three episodes of Mighty Morphin Alien Rangers.
Umibozu was just a monster of the week. Hydro Hog was portrayed as the arch-enemy to the Aquatian Rangers, akin to how Lord Zedd is the arch enemy to the Mighty Morphin Power Rangers.
Umibozu worked for Junior. Worked for himself and allied with Rita and Zedd. Had no association or even met Rito.
